Abstract
Civilization of Modern drags on in a state of a systemic crisis which has enveloped its political, economic, cultural institutions, the very system of the world arrangement. There is appearing an outline of a new historical epoch, with a compound construction of the world North and the world South as its pivot. The new world is born in the struggle of three historical tendencies: modernization, post-moderni-zation, end demodernization (neoarchaization). And, as it turns out, the mechanism of interaction within the post-Yalta (and post-Westphalian) universe noticeably differs from the inner arrangement of the international system of the passing New time epoch. Interaction of the new realities with the old national-state system of the world arrangement engenders the phenomenon of countries-systems whose formal and real boundaries manifestly fail to coincide. With increasing number of risk varieties significant for mankind, ever greater interest is caused by non-stationary models of the future world order, of which the scenarios of development are based on principles and methodology of controlled chaos.
