Abstract
It is the educational system that may serve, in the author’s opinion, as indicator of the state of Russian society and as mechanism with which to estimate the efficiency of the post-Soviet transformations. The article substantiates the necessity of state support for the system of higher, especially higher political education that is one of the conditions for the emergence of civil society.
