The authors retrace the evolution of political regime in Primorski Territory within the past two years, i.e. since the election (1) of the new governor in 2001 and (2) of the new-convocation regional parliament in 2002. Special attention is given to mutual relations of the executive and the legislative branches of power and of the territorial administration and the municipal structures. Prospects for the parties component in the region’s political process are discussed. According to the conclusion made, “controlled democracy” is being formed in the territory, but preconditions are at the same time arising for the appearance of specific forms of functioning of local democratic institutions.
