Abstract
Ever since H.Thoreau the problem of civil disobedience has been elaborated primarily in the politico-philosophical and in the legal aspects. In this article, an attempt has been undertaken to present a politico-legal and institutional interpretation of the said problem, to expose the main functions of the institution of civil disobedience under modern conditions.
