Abstract
The article deals with questions of the generation and development of a European policy in the field of security and defense (EPSD). Analyzed in it are prerequisites and characteristic particularities of the formation of European instruments and mechanisms of settling local-religious conflicts and crises. Special attention is given to the prospects of the development of the EPSD in the context of modern operations of crisis settlement and to questions of generation of the European Union as a complex actor of international security.
