The authors have set themselves the task to determine the dominant mechanism of recruitment of Russian political elite in the period of 2001 to 2009. But their analysis results in the conclusion that such a mechanism, formal and at the same time rational, has not yet been created. It is the bodies of executive power that constitute the main source of elite personnel. The authors point to the obvious insufficiency of the rate of elites renewal.
