Formation of a political system in any sizable human community but to a lesser degree, in the author_s opinion, depends on the will and perception of audience. Imperative influence on the formation of political systems, as well as on the course of historical events on the whole, is exerted by spontaneous regulating processes, whose character depends on the pattern ways of people’s mutual actions in this or that community. Lack of attention towards these processes while realizing large-scale societal transformations is fraught with considerable economic and social consequences.
