Considered in the article is the hypothesis according to which after the change of totalitarian and authoritarian regimes whose functioning was based on corruption, efficient countering the latter requires managerial lustration which promotes clearing of the organs of public authority from administrators of the former regime. This hypothesis is verified by analyzing the state of corruption in close connection with the realization of the processes of lustration in the 28 post-Soviet states of the Central and East Europe, where fall of the Soviet regimes took place, and in the states that formed after the break-up of the USSR and of the SFRY. To verify the hypothesis, qualitative and quantitative methods of political-science research are applied. The results of the researches allow to conclude that managerial lustration after the change of the totalitarian and authoritarian regimes promotes the clearing of the organs of public authority from the bearers of corruptive relations and state management practices, and presents a favorable starting point for subsequently realizing a complex of institutional measures necessary to counteract corruption.
