Abstract

The article examines the factors and conditions for complicating the forms of corruption that affect the relations between countries and form new trends of international cooperation. While in traditional and even industrial societies the nature of corruption was determined by the peculiarity of local social pathologies, under the conditions of dynamically developing globalization processes corruption goes beyond the national and territorial context, acquires fundamentally new qualities. The world community has witnessed the formation of glocalized corruption. Like any other complex phenomenon, the corruption is subjected to non-linear development. With the preservation of the “old” forms of immoral-unlawful mercenary behavior, new, more cynical and dangerous forms of corruption emerge, forming unprecedented hybrid pathologies. Quantitative and qualitative characteristics of the glocalized corruption are largely due to the increasing scale and inconsistency of international interaction, uncontrollable openness of modern society. Corruption has become networked. There is also a paradoxical combination of objective realities and staged corruption that ambiguously affects international cooperation. On the one hand, international anti-corruption structures are being formed, and on the other hand, the staging of corruption, which has become an integral part of modern provocations. The article also presents the main meanings and meaningful characteristics of international cooperation in the field of combating corruption, problem areas, forms of existing and possible cooperation between Russia and other states and international organizations in this field. It is substantiated that the policy of counteracting corruption and the measures that are being taken at the national level can no longer be functionally effective. Thus, the task of consolidated anticorruption actions on a global scale is being actualized, including countering the policy of exporting corruption and corruption technologies. Without a close interaction of national political structures, law enforcement bodies with scientific centers that study the new social pathologies it is practically impossible to defeat corruption evil. The most important prerequisite for the success of such cooperation is the constructive interaction between governments, law enforcement and judicial bodies, structures of the civil society.
