Strategic planning in Russia:
a new stage of development

The article considers the significance of and actual problems linked to the implementation of two new basic documents – the National Security Strategy of the Russian Federation (Strategy) and the Fundamentals of State Policy in the Field of Strategic Planning in the Russian Federation (Fundamentals). The authors analyze how these documents contribute to improving the policy of ensuring national security and development of the country, as well as the quality of public administration in the Russian Federation. They formulate specific proposals regarding the formation of a modern architecture of strategic planning documents, including their program and planning part, the improvement of scientific, methodological, information-analytical and personnel support for strategic planning, a system for monitoring and controlling the processes of strategic planning and the implementation of strategic planning documents. Based on the findings of the study, the authors state that the problems of improving the state policy of ensuring national security are crucial for the sustainable development of Russia and increasing its competitiveness. As the key to success, the authors suggest a new coordination mechanism for all the public authorities involved in strategic planning be established.
