Abstract

Appealing to classical and modern theories of federalism, the author substantiates the topicality of approaching federal arrangement as a type of social, societal arrangement. Complex correlations of federalism and democracy, of federalism and liberty are discussed. Particular attention is given to the influence of political culture on the institutions of federalism. Guided by theoretical considerations cited in the article, its author attempts to clear up post-Yeltsin tendencies in the development of the Russian federative model. The conclusion is made that the Putin regime avoids radical transformations in the federative arrangement, bewaring of the destabilizing risk of innovations.
