The author singles out two major types of civil activity aimed at protection of human rights and liberties, i.e. civil participation and civil actions. The author analyzes the transition from the first type to the other through a prism of institutions, their legitimacy, behavior practices, and gender roles. Particular attention is paid to the roles of activists in the process of institutionalization of the civil participation values and to the state of civil society in Russia.
