It is problems of reforming – either imaginarily or really – Russia’s Ministry of Interior, that are analyzed in the article in the context of a discussion, proposed by the Government, on a law on militia. What is accentuated is the thesis, that the present condition of the Russian militia is not accidental, that it reflects the processes going on within Russian society and conditioned by the state of the whole political system.
