The paper continues a set of publications devoted to development in contemporary Russia of the institutes with mediator functions. The development of Ombudsman Institute in the Russian Federation, in St-Petersburg, and Nizhniy Novgorod region are analyzed from comparative perspective. The subjects of research are history of these organizations, normative base, and results of its re-active and pro-active activities. The conclusions about more prominent role of personal qualities of ombudsman and his/her previous experience by comparison with normative background is formulated. It is shown that in the case of Nizhniy Novgorod the minimal realization of ombudsman’s mediator function took place.
