Abstract

The peculiarities of the current stage of cross-sectoral social partnership (hereinafter SMEs) development associated with the emergence of socially oriented NGOs (hereafter SONGOs) and designing new mechanisms of their interaction with the state are discussed. Activities of the Federal program for supporting SONGOs (2010-2015) are described briefly. Namely these activities contributed to creating systemic foundations for the economic conditions formation for the development of the nonprofit sector and expanding the use of its potential in the social sphere. This Program is an example of a new model of the public-state management (hereafter PSM), where standard state and municipal management are complemented by various forms of public participation, including electronic feedback forms, social control, and a variety of consultation mechanisms. Based on the empirical research data, the regional specific character of innovative mechanisms formation for SMEs is shown, a comparative regional context is outlined, as well as the features of regional Programmes for supporting SONGOs. The analysis of positive dynamics of the SMEs associated with the formation of a SONGOs “service” model is given. Changes in the format of interaction between NGOs and bodies of state power related to the adoption of the law on the NGOs’ political activities are outlined, which may limit activity of the non-profit community and reduce the quality of SMEs in the public sphere. To overcome these problems, civil society could promote a policy reform that would strengthen the public-state management, creating an institutional framework for constructive dialogue and partnership.
