Under discussion in the article is one of the spheres of the European Union politics: the aspect of the Union’s policy, named «North Dimension» is aimed at the establishment of mutual cooperation with North-European regions including territories belonging to Russia. The EU is interested in stable development of regions contiguous to it and, besides, in using Russian natural resources. Which need not at all mean, the author holds, that Russia is to become a «raw stuff appendage». It depends on herself, whether the partnership is going to become in fact mutually advantageous - which not only would have the effect of her receiving economic advantages, but also would enable her to «integrate in the united European expanse», which, in its turn, could and should be accompanied by positive shifts toward civil society further developed in the country.
