On analyzing the experience of introduction of the institution of Commissioner for Human Rights (CHR) in North Ossetia, Krasnodar and Khabarovsk Krais, Volgogasd and Kaliningrad Oblasts, the author, next, outlines optimum strategies of spreading this legal innovation further in Russia's regions. Such strategies, from his point of view, are: availability for the Council of Europe, inasmuch as engaged in carrying out a program of developing the institution of regional CHR, of a permanent partner in Russia; formation of a train of moderators representing countries where accelerated political modernization is past or under way; close cooperation of social organizations with state structures.
