Abstract

The article substantiates the thesis that the political system of the FRG gradually evolves from a “parties state” to an “associations state”. The author discusses particular features of the development of civil society in the FRG in the 1990s, the place and role of non-governmental organizations in the political system, interrelation of civil structures and state institutions. While preparing the article, the author took advantage of his personal experience, for he had worked for some time in a number of public associations of Germany.
