Abstract
The author examines seemingly ordinary terms, habitually in use in international relations, which, nevertheless, time and again become the subject of strained discussion and heated argumentation. These terms are: national Interests, national and international security. In the interpretation the author gives these terms, they are transformed into interconnected and interdependent notions. Besides, the author actively operates with the term "foreign policy potential" which, if correctly defined, allows to make reliable forecasts as to possibilities of the achievement of foreign policy goals.
