In his article, academician A.Kokoshin expounds his personal proposals for the creation of an «innovative army in Russia» and, as a consequence, of a radically renewed military-industrial complex in the country. He regards defense questions as an inseparable part of the «Strategy-2020» Program, in view of the regularities of the revolution going on in the military sphere in the context of the observed geopolitical processes and of the regularities of the development taking place in the technology sphere as a whole. New priorities, as the author is convinced, must find reflection in the respective parts of the federal budget, must be subject of special attention in the state program of armaments in medium- and long-term planning.
