The material of the article demonstrating particular features of the power system’s composition in Russia in the light of the neonomenclature concept, is focused on the variability of those regional forms of political government, that are engendered by this system. It is the fact of presence or absence of political competition at the regional level that is considered as the fundamental basis of the said variability. This basis allows to introduce as parameters of the variety of regional forms of political government: a) forms of public, expert and professional democracy; b) forms of entrusting and resources of strategizing of the Federal Center at the regional level.
