Abstract

Open to criticism and discussion, the proposed scheme of ideal arrangement of organizational/managerial activity in the broadest possible sense, includes three primary elements: (1) policy and (2) management – both oriented at development, – as well as (3) normalcy control and the power, which provide stability. These three elements determine the filling of the three consecutive stages – stages of: (a) assimilating, (b) realizing and (c) executing transformation designs. Material forming the basis for the discussion of the theme is the material of state management. The exposition is to a great extent based on history of the notions at issue.
